Authorizes county child welfare and probation departments to place extended foster care non-minor dependents (ages 18–21) with Title IV-E funding.
Designates residential care homes serving 6 or fewer individuals as residential single-family uses across all California cities and counties.

Complete criminal record clearance through California Department of Justice and Federal Bureau of Investigation prior to facility assignment.
Tuberculosis (TB) Testing
Negative TB test clearance certified by a licensed medical physician, renewed biennially in accordance with Title 22 health mandates.
Adult & Pediatric First Aid / CPR
Current hands-on certification through the American Red Cross or American Heart Association maintained by all on-site personnel.
Mandated Reporter Training
Annual certification under California Child Abuse and Neglect Reporting Act (CANRA, California Penal Code § 11166).
24/7 Supervisor Escalation
Continuous on-call administrator coverage ensuring rapid response to any emergent safety, medical, or property incident.
Quarterly Safety Drills
Documented fire evacuation drills, earthquake preparedness, and smoke/carbon monoxide detector logs maintained at every site.
